
The Deputy Project Manager is ensuring coaching and supervision the operational team (IRCS volunteers and Staffs at branch level), as well as providing support to IRCS assessment and operational teams at branch level. The intervention focuses on community based DRR. The DRR/DRM Deputy Project Manager is in charge of implementing the activities defined in the proposal and of achieving the objectives, with a specific attention on the quality of the DRR activities and coordination with government actors, humanitarian agencies and IRCS.

In light with the current COVID-19 outbreak, the Action also includes a dedicated response –in the governorates of Sulaymaniyah, Babel, Wassit and Missan, three outputs are expected via the project: This programme encompasses capacity development of the Iraqi Red Crescent Society (IRCS) in Disaster Risk Management (DRM) as well as of national authorities and local first-line response have limited capacity to respond to disasters. Cross-cutting issues such as protection, gender and diversity, community and engagement and accountability are also central in the programme to assure that preparedness and response activities are appropriate and uphold the dignity, access, participation and safety of the targeted men and women of different ages and backgrounds. This Action focus on community-based disaster risk management (CBDRM) and disaster preparedness (DP), with special emphasis on Water, Sanitation and Hygiene (WASH) integration and Green Response. The Iraqi Red Crescent Society (IRCS), French Red Cross (FRC) and Swedish Red Cross (SRC) are carrying out an ECHO project, in consortium, aiming to strengthening the resilience of vulnerable Iraqi population, by enhancing understanding of disaster risk and reinforcing disaster preparedness at community and governorate levels. This, combined with the effect of poverty and displacement, results in increase in the vulnerability of the people and further compromises the system leading to many challenges faced by the DRM key stakeholders. Wars and conflicts affected the functionality of the system to respond to disasters. This susceptibility accompanied by the effect of wars and conflicts in the last four decades results in multiple hazardous effects such as contamination of the land by unexploded ordnance and cluster munitions. Iraq is at risk of multiple disasters ranging from the natural hazards such as drought, sandstorm, heatwaves, floods, desertification and epidemics to man-made ones. Its action encompassed Disaster Risk Reduction, water, sanitation, primary and secondary health care, hygiene and health promotion, psychosocial support, relief activities and livelihood in respect with the Red Cross and Red Crescent Movement values and principles and close collaboration among RCRC entities in-country.
